I know how to set up a 'limiter' on the application, but I don't know which .exe is responsible for controlling the downloads, and therefore which .exe to limit.

It looks like this is actually a solution to limit how fast the app will download so it doesn't saturate your connection while you're trying to use the internet for other things. If XGP isn't downloading at full speed by default for you then that is a different problem I'm afraid.
